shouldnt it be if refine rate is +7 or higher when dealing melee physical damage has a chance to auto-cast Meteor Storm Level 7? also any idea on its auto-cast %?

is this usable without 10 coins? for example i crimson marked a poring ( so ill have 9 coins left ) then cast hammer of god?
